Emergency Shelter Grant (ESG) is a program for the U.S. Department of Housing & Urban Development (HUD). ESG is designed to be the first step in a continuum of assistance to prevent homelessness and to enable homeless individuals and families to move toward independent living.
Funding is provided to the State on a formula basis from HUD.
The State Homeless Coordinating Committee allocates funds as part of a competitive application process. Agencies participating in the following eligible categorical spending for ESG are encouraged to apply. (See below for application information)
- Emergency Shelter Renovation, Rehabilitation or Conversion
- Essential Services (Case Management Programs)
- Shelter Operational Costs (Utilities, Rent, Repairs, Insurance, etc.)
- Homeless Prevention (Rent/Mortgage/Utility Assistance, Mediation Programs)
Agencies receiving ESG funds must match the grant dollar-for-dollar, either with other funds or the value of in-kind donations. This match must be within the same program as the grant award. (For example: an agency that receives $5,000 for a rental assistance program must provide $5,000 from other monetary sources or in-kind contributions to the rental assistance program.). Several restrictions on ESG funding exist.
